In Illinois property owners have a duty to provide a safe environment to persons rightfully on their premises. If a property owner has reason to know that the property attracts a criminal element and does nothing to address it, he or she may be liable for injuries that occur in the perpetration of a crime. Typically these claims arise in residential apartment buildings and hotels or motels. When criminal conduct is foreseeable or reasonably apparent, the owner has a duty to prevent injuries. For instance, if a business is in a high crime area, the owner may need to take special safety measures, such as hiring security personnel or installing security systems.
